
Keith’s practice focuses predominantly on Public Lands, Water Rights and Water Quality, Natural Resources, and Environmental Law matters. Examples include providing legal advice on compliance and permitting issues, handling appeals and proceedings before state and federal administrative agencies, representing clients in both complex and routine water rights matters, and litigation in state and federal courts.
Keith represents a diverse mix of clients, including energy companies, ranches, agricultural producers, and industrial operators. He has experience with issues arising under state natural resource and environmental laws such as the Environmental Quality Act and Title 41 water statutes, as well as federal laws often implicated in public lands and resource issues, such as NEPA, FLPMA, ESA, CWA and the APA.
Because almost half of the land in Wyoming is federal surface, issues involving dual state/federal regulation are common. ALG’s presence in Cheyenne allows Keith to personally interact with state and federal agencies headquartered in town and maintain contact with their Wyoming offices on a regular basis. His local knowledge of the industries and the agencies allows him to bring a comprehensive perspective to solving clients’ problems effectively and efficiently, without wasting resources getting to know the playing field.
